Fibre assemblies from India for European projects

How the EU Construction Products Regulation, national building rules and EU customs procedures affect an order for MPO, patch and armoured assemblies.

In short

In the EU, fibre cable installed in buildings is classified under the Construction Products Regulation using EN 50575 and the Euroclasses Aca to Fca, with smoke, droplet and acidity suffixes. Each member state decides which class a building needs. A buyer should state the full class, fibre grade, polarity and lengths, and name the importer holding the EORI number. Radix Fibrotech quotes such orders from Pune.

How the CPR classifies fibre cable for buildings

Regulation (EU) No 305/2011, the Construction Products Regulation, covers power, control and communication cables permanently installed in buildings and civil engineering works. The harmonised standard for cables is EN 50575, and the classes come from EN 13501-6. A cable placed on the market under that standard carries CE marking and a Declaration of Performance (DoP) from its manufacturer, stating the class it achieved in the listed tests.

ClassMain test basisPractical reading
AcaEN ISO 1716 (heat of combustion)Essentially non-combustible, rare for optical cable
B1caEN 50399 with a 30 kW burner, plus EN 60332-1-2Very low heat release, specified for the most demanding escape routes
B2caEN 50399 with a 20.5 kW burner, plus EN 60332-1-2Very low heat release, used in tunnels, hospitals and high-occupancy buildings
CcaEN 50399 (20.5 kW), plus EN 60332-1-2Limited heat release, common in data centres and offices
DcaEN 50399 (20.5 kW), plus EN 60332-1-2Moderate performance, often the lowest class accepted indoors
EcaEN 60332-1-2 single-cable flame testBasic flame retardance only
FcaNo performance determinedNot acceptable where any class is required

Additional classes refine the result: smoke production (s1, s1a, s1b, s2, s3) measured in EN 50399 and, for s1a and s1b, EN 61034-2; flaming droplets (d0, d1, d2); and acidity (a1, a2, a3) from EN 60754-2. A halogen-free LSZH sheath usually aims at a1, but only the test result proves it.

National rules decide the class you need

The CPR sets the method, not the minimum. Each member state links building types and escape routes to classes through its own fire regulations, so the same data centre design can need Cca-s1b,d1,a1 in one country and accept Dca in another. A buyer running projects in several countries should list the class per destination, not one class for the whole order. Your fire consultant or the local authority having jurisdiction is the right source for that figure.

Article 7 of the CPR also lets a member state require the DoP in its official language. If the assemblies will go to more than one country, ask the cable maker's DoP to be supplied in each language needed, along with the CE label data for the reel or packaging.

Standards on European data centre and building drawings

EN 50173 sets the generic cabling structure and EN 50174 covers installation, while EN 50600 is the European series for data centre facilities. The MPO connector interface is defined in IEC 61754-7. When ordering MPO breakout cables or trunks, attach a fibre map rather than relying on a method letter, since European drawings mix IEC terminology with the polarity names used in TIA documents. The fibre loss budget guide helps you set the insertion loss limit to quote against.

European sectors that buy MPO, armoured and tactical assemblies

Frankfurt, Amsterdam, Paris and Dublin host the largest data centre clusters, with steady growth in the Nordics and southern Europe, and these sites drive demand for trunks, cassettes and high-count patch cords. Public broadcasters and production companies buy hybrid camera cable and rugged reels for sport and live events. Defence buyers across NATO members order expanded beam and MIL-style assemblies. Offshore wind in the North Sea and Baltic, together with rail and metro signalling, uses outdoor and harsh-environment assemblies with armour and UV-stable jackets. Rail projects in particular may cite EN 45545-2 for fire behaviour of materials on rolling stock, which is a separate scheme from the building CPR, so state it if your cable goes on a train rather than in a building.

EU import procedure for assemblies made in India

The importer of record needs an EORI number issued by a member state. Goods are declared with an eight-digit Combined Nomenclature code, extended to ten digits in the TARIC database, which also shows the duty and any measures for Indian origin. Import VAT is charged at the rate of the member state where goods are released for free circulation, so it differs between, for example, Germany, France and the Netherlands. Your customs broker should confirm the classification.

Brokers normally ask the supplier for a commercial invoice, packing list, certificate of origin and transport document. Many EU buyers also want a supplier declaration on RoHS substances and REACH candidate-list substances in the materials; request it at the RFQ stage so it can be answered with the quote. Check with the broker whether any EU and India trade arrangement in force on the import date offers a preference for your code.

Radix prepares quotations for EU deliveries from its Pune works. FCA Pune, CPT or CIP to Frankfurt or Amsterdam airport, and DAP to a named warehouse are common Incoterms 2020 choices; write the named place in full.

Time zones and the European RFQ

IST is 4 hours 30 minutes ahead of Central European Time and 3 hours 30 minutes ahead in summer. The Pune working day of 09:00 to 18:00 IST covers the whole Central European morning, which suits calls before lunch in Berlin, Paris or Madrid.

For the RFQ, give the CPR class for each destination country, grade of fibre, MPO count with pinned or unpinned ends, a polarity map, metric lengths and tolerances, loss limits, labelling language and the delivery address per country. Follow the guide to writing a fibre assembly RFQ and send the pack through Radix's quote request form.

Questions buyers ask

Is CE marking needed on fibre patch cords sold in the EU?

CE marking under the CPR applies to cable for permanent installation in buildings. Short equipment patch cords are usually outside that scope, though other EU rules may apply to the product. Ask your compliance adviser for the specific item.

Which Euroclass do European data centres usually ask for?

Cca-s1b,d1,a1 is a frequent request, but national rules and the client's fire strategy set the actual figure. Some sites accept Dca and others require B2ca, so confirm the class per country.

Can one order cover projects in several EU countries?

Yes, if the RFQ lists the class, labelling language and DoP language for each destination. Splitting the order into lines by country keeps the packing list and customs entries clear.

Who pays import VAT on assemblies shipped from India?

Under FCA, CPT, CIP or DAP the buyer or its broker pays import VAT at the rate of the member state of release. Registered businesses can usually recover it subject to national rules.

Does Radix provide RoHS or REACH declarations?

Ask for them in the RFQ, naming the declaration format your company uses. The answer depends on the materials chosen for the assembly, so it is best handled together with the quote.
