Sourcing fibre assemblies from India for UAE projects

Cable specifications common on UAE drawings, the climate details that change an order, and how the India and UAE trade agreement affects import paperwork.

In short

UAE consultants usually specify LSZH sheaths for fibre cable in buildings, tested to IEC 60332, IEC 61034 and IEC 60754, with fire and life safety approval handled by civil defence authorities. Add the heat, UV and dust conditions to the RFQ, and ask for a CEPA certificate of origin if you want preferential duty. Radix Fibrotech quotes export orders from Pune, one and a half hours ahead of UAE time.

Fire performance UAE consultants write into fibre cable specs

Building projects in the UAE are approved against the UAE Fire and Life Safety Code of Practice, administered by the civil defence authorities of each emirate. Consultants on these projects tend to write cable requirements in the British and IEC tradition: an LSZH sheath, with named tests for flame spread, smoke and gas. The table shows the IEC tests most often cited and what each one checks.

Test standardWhat it measuresHow it appears in UAE specifications
IEC 60332-1-2Flame propagation along a single vertical cableBaseline flame retardance for any indoor cable
IEC 60332-3 (categories A to D)Flame spread along bunched cables in a vertical trayRequested where many cables share risers or trays
IEC 61034-1 and -2Smoke density when the cable burns, as light transmittanceThe low smoke part of LSZH
IEC 60754-1 and -2Halogen acid gas content, pH and conductivity of combustion gasesThe zero halogen part of LSZH

Some consultants also accept or ask for EU Euroclass ratings such as Cca, and international data centre operators may bring their own corporate standards. Copy the exact wording from the project specification into the RFQ, test standard numbers included, so the quote is priced against the right cable.

Heat, sun and sand change the order

Summer air temperatures in the UAE regularly pass 45°C, and cable on rooftops, in plant areas or on oil and gas sites runs hotter than the air. State the operating temperature range for every assembly installed outside conditioned space. Ask for UV-stabilised outer jackets on exposed runs, and for dust caps or sealed connectors where fine sand reaches the mating face. Expanded beam connectors tolerate dust better than physical-contact types because the light crosses an enlarged, lensed gap; the explanation of expanded beam connectors covers where they are worth the cost. For buried or tray-mounted runs exposed to rodents and crushing, armoured fibre cable assemblies are the usual answer.

Material submittals come before the purchase order

On UAE construction projects the main contractor usually submits each material to the consultant for approval before it can be ordered. For fibre assemblies, a submittal pack normally holds the bulk cable datasheet, the fire test reports behind the LSZH claim, connector and adapter datasheets, a dimensioned assembly drawing, the test method for insertion and return loss, and sometimes a physical sample. Ask the supplier which of these it can provide at quotation stage, because a rejected submittal costs more time than any shipping leg. Name the consultant's required format if they use a standard cover sheet.

Coastal sites add humidity and salt to the heat. Where assemblies terminate in outdoor cabinets near the sea, ask about corrosion-resistant connector bodies and sealed entry glands.

UAE sectors that drive demand

  • Data centres around Dubai and Abu Dhabi, built for cloud, government and AI workloads, use MPO trunks and high-density patching.
  • Exhibitions, sport and live entertainment rely on broadcast trucks and temporary venues that run SMPTE hybrid cable, opticalCON links and tactical reels.
  • Upstream and downstream oil and gas, petrochemical plants and utilities buy outdoor and harsh-environment assemblies.
  • Defence and security buyers order rugged military-style connectors and deployable cable.

Customs, CEPA and free zones

The trade agreement between India and the UAE, known as CEPA, has been in force since May 2022. Without a preference, most goods entering the UAE pay the GCC common customs tariff, usually 5% of the CIF value, plus 5% UAE VAT. With a valid CEPA certificate of origin issued in India, many goods qualify for a lower or zero rate. Ask the supplier at quotation whether it can arrange a CEPA certificate for the assemblies, and let your clearing agent confirm the tariff code and the preferential rate.

Clearing agents in the UAE work from the commercial invoice and packing list, the certificate of origin, the bill of lading or air waybill, and the test reports. Ask your agent whether the invoice needs attestation for its value. If the consignee sits in a free zone such as one of the Jebel Ali or airport zones, clearance follows the free zone process and duty applies only when goods move to the mainland, so give the supplier the exact consignee name and zone.

Trade terms and calling hours

Radix quotes export orders from Pune, and the short sea and air routes across the Arabian Sea make CFR or CIF Jebel Ali (sea) and CPT or CIP Dubai airport (air) common Incoterms 2020 choices. Name the port or airport in the order. Air suits urgent patch cords and small trunk batches, while sea is usually cheaper for drums and heavy armoured lengths.

UAE time is UTC+4 all year, 1 hour 30 minutes behind IST. Pune office hours run from 07:30 to 16:30 in Dubai terms, and the UAE's Monday to Friday working week lines up with the Pune office days, so live calls are easy to arrange.

Building a UAE RFQ

List the sheath requirement and test standards copied from the project specification, the OM or OS fibre grade, connector fibre count with pin gender, a fibre map for polarity, metre lengths, maximum operating temperature, UV and dust protection, connector caps, labelling, packing for sea or air, Incoterm and named place, and whether you need a CEPA certificate of origin. The RFQ writing guide gives a full checklist; upload the drawing and BOM with the Radix request a quote form.

Questions buyers ask

Is LSZH mandatory for fibre cable in UAE buildings?

LSZH is the normal requirement on UAE consultant specifications for cable inside buildings, and civil defence approval looks at the fire performance of installed materials. The project specification is the binding document, so copy its wording into the RFQ.

How much duty is saved with a CEPA certificate of origin?

It depends on the tariff code and the CEPA schedule for that line. Ask your clearing agent for the standard and preferential rates on your code before you compare quotes.

What temperature rating should outdoor assemblies in the UAE have?

Base it on the hottest surface the cable will touch, not the air temperature. Rooftops, plant rooms and pipe racks in direct sun run well above ambient, so state the maximum in the RFQ and ask for the jacket's rated range.

Can assemblies be delivered into a UAE free zone?

Yes, if the order names the free zone consignee. Free zone clearance differs from mainland import, and duty is due only when goods leave the zone for the mainland.

When is the best time to call Pune from Dubai?

Any time from 07:30 to 16:30 UAE time, Monday to Friday, falls inside the Pune office day.
